Many years ago, when I started reading every United States Supreme Court opinion that dealt with the issue of taxation, so I could finally understand the federal income, I frequently came upon the phrase: “federal Constitution,” in countless Supreme Court tax cases.
I looked everywhere for a definition of that simple phrase, but, without success.
